I tend to think they're lying.

According to a raft of memos the White House is declassifying, Rumsfeld only approved "mild noninjurious physical contact such as grabbing someone's arm, poking them in the chest or light shoving" in interrogations.

But of course, they're not releasing the memos where Rumsfeld approved the use of "snuggling, cuddling and spooning."
